- Octate rule says that the outermost layer can have maximum of 8 electrons, but the layer in which 8 electrons are grtting filled isn't the outermost layer.
Can't understand this concept.(2 votes)- The outermost layer can have 8 electrons. That does not mean it always will. The second-to-outermost will always be filled with either 2 (K shell) or 8 (L shell through N shell).(2 votes)
