    For the first question even though the path for the proton has to travel increased, the speed of the proton is also going to increase as a result these are going to cancel and we will get equal time intervals between the flips.
    As for the second question increasing the electric field will increase the force acting on the proton as a result will make it accelerate faster. Increasing the magnetic field will increase the centripetal force as a result will make the radius shorter, this makes the path for the proton to travel longer and will increase its speed.
