How is energy quantified or measured?

It depends on the type of energy you want to measure. Thermal energy for example is measured in degrees (in Kelvin, Fahrenheit or Celsius for example). Heat, is generally measured in kilo-calories or joules, So every type of energy has different ways to measure them. How they are quantified is also dependent on the type of energy you are measuring. Potential energy for example is PE (potential Energy) = mass X gravity X height, while kinetic energy (energy of an object in motion) is KE = .5 x mass x velocity. And these are just a few of the various forms of energy.

i want to know that why do they tack power

if you mean tax, then here is your answer. it costs money to convert energy from one form to another.
