Meaning that if they used any other means of learning other than the one which currently works for them, then it wouldn't work, meaning that they would not be able to learn.

Of course this person can learn different strategies for learning.
The reason why he would do this is to either understand the thing he is learning better, or to learn faster which would result in more free-time, or maybe he is doing a different strategy for both.
