I would estimate that this is for people thinking of attending college or university for the first time. Primarily, then, for teenagers, but also for persons recently discharged from the armed services or released from prisons.

What is the minimum EFC a family could have to pay? Also how would you know whether a college is public or private, and how selective these may be? In particular, I am wondering about Columbia College Chicago, and Penn State.

Obviously your expected family contribution will depend on your financial circumstances and the college, but an EFC could theoretically be as small as $0. A quick internet search can tell you if a college is public or private, and how selective it is. Columbia College Chicago is private, and Penn State is public. You can see how selective a school is by looking up its acceptance rate. Columbia College Chicago accepts around 87.1% of applicants, and Penn State main campus accepts around 75.9%. Does that help?

I guess it depends on whether you've taken your GED/high school equivalency or not. The FAFSA website has helpful info about how you've finished high school, so checking out the "Student Demographics" section might help.

My parents are not living in the US but in a developing country and do not file a tax return in US, how to to fill in the parent financial information? Should I select "not going to file" in this case?

If I was applying early action (in October or November) to schools, when would I fill out the FAFSA? Would I fill it out and send it with my application in the fall, or would I wait until January of the next year to send it in? Do I send the FAFSA only to schools I have been admitted to, or to all schools I'm applying to?

What if my parents are not living with me (U.S) but in another place(Mexico), and I live with my brother and his family, would that be a problem and WHO would have to help me with the submission?
